TRANSPARENCY AND MUNICIPAL ORGANIZATION: A STUDY ON THE PORTFOLIO IN THE FIRST YEAR OF TERM OF THE CITY COUNCIL OF CATALONIA (2023-2024)

In Spain, following the local elections, the last ones on May 28, 2023, the town councils are constituted, with the inauguration of councillors and the election of the mayor. The institutional organisation of the town council must then be set up, which is known as the municipal portfolio, and that information constitutes one of the mandatory contents of active publicity, as prescribed by the legislation on transparency and good governance. The publication of the municipal portfolio makes visible the distribution of responsibilities within these local governments and constitutes a manifestation of transparency as a principle of the new governance towards citizens.

This article analyses the configuration of the structure and political organisation in the town councils of Catalonia in their first year of mandate and its reflection in the transparency portal. The field work uses and displays the information collected and offered by the Consorci de l’Administració Oberta de Catalunya (CAOC) and the CIDO (Cercador d’Informació i Documentació Oficial), a service provided by the Diputación de Barcelona, and which, among other services, supplies information relating to the municipal files of Catalonia. An approach to the transparency portal of five city councils completes the qualitative aspect of the study.
