The International Technical Mission, organized by the UIM in collaboration with the City Council and the Provincial Council of Almeria, fosters skills for local public management in the face of the challenges of the 21st century. It seeks to strengthen local governments, improving the preparation and quality of their human resources, which is key to increasing the effectiveness and efficiency of public administration and raising the quality of life of the inhabitants.
The face-to-face academic event seeks to empower communities and strengthen territorial identity. Public communication makes local programs and projects visible, promoting tourism and economic development through the creation of a solid and strategic territorial brand.
It will address sustainable urban innovation in three key areas: innovative technologies, sustainability and resilience, and inclusive governance. Experiences and realities of different cities will be shared to improve urban planning and management.
It is an annual event to discuss the Reform of the State and Public Administration in Ibero-America. It brings together ministers, secretaries of state, parliamentarians, researchers, teachers, consultants and civil servants. Its objective is to exchange experiences and studies on the reform of the State and the modernization of public administration in Ibero-America and the Caribbean, contributing to the advancement of knowledge in these areas.
The Congress will focus on discussing the challenges facing local governments in Mexico after more than four decades of constitutional reforms. Despite attempts at decentralization, municipalities face structural weaknesses and lack of resources. Topics such as regional cooperation, public safety, the impact of technology, and the need for resilience will also be addressed. Academics, public servants and civil society actors are invited to exchange research and proposals to strengthen local governance.
The Regional Forum will provide a scenario for reflection and multilevel debate on local development, a place for the exchange of good practices and the presentation of what has been done between countries and local governments in the region, international organizations, academia, civil society organizations and the private sector of the territory, among others. The central objective of the event will be to promote multi-stakeholder collaboration, for the construction of comprehensive policies for local economic development in the region. Through the exchange of knowledge, good practices and the creation of collaborative networks, it will seek to promote sustainable initiatives that promote inclusive and equitable economic growth at the regional level. It will also seek to identify and address the specific challenges of local development in the territory. The main theme of the event will be: "Territorial alliances and challenges in the economic model of local development in Latin America and the Caribbean" and will focus on the axes of: "New perspectives and models for economic and local development" and "Territorial alliances of actors for local economic development in the framework of the triple transition (social, economic digital, ecological)" through central tables made up of experts, workshops and statutory meetings of networks.
