There is a recurrence in the non-continuity of territorial development management initiatives, especially at the local level, which is usually reflected in the management changes of the municipal executive and of the territorial entities that make development.
Likewise, the medium and long-term component of these initiatives highlights the importance of having a look at the context, which transcends the territory, bringing into play exogenous components in these endogenous processes. The balance that is achieved or not between them will be key to its continuity.
We will analyze these questions through the review of Argentine and Latin American cases, focusing on the case of the Municipality of Trenque Lauquen (Buenos Aires, Argentina).
Detecting what happens with the recurrent exhaustion of these processes with the loss of resources that this means, added to the discredit and distrust, would be an important contribution to be able to offer recommendations to be achieved
