The incidence of subnational actors in foreign policy: reflections for the Province of Buenos Aires

The present article aims to analyze how subnational actors are capable of influencing, directly or indirectly, and through different mechanisms, in the process of foreign policy formulation at the national level. To do this, in the first instance and after defining what is understood by foreign policy, variables, both internal and external, that affect that process are relieved, in order to verify if the action of subnational actors can be considered within the former. Then, after a brief review about their international participation, the central question of analysis is addressed, to end with the conclusions, where the possible incidence of the Buenos Aires province and its municipalities in the formulation of Argentine foreign policy is proposed.
