South-south cooperation and decentralized cooperation within the framework of the Mercociudades Network

The work presents the emergence of South-South Cooperation, to then analyze Decentralized Cooperation, identifying both the different meanings and its path on the international scene, being recognized as a cooperation modality that strengthens the capacities of subnational governments. Within it, it analyzes the international participation of sub-national actors from cooperation in city networks, which are a dynamic form of international insertion through the reciprocal exchange of information and experiences. In this sense, the case of the Mercociudades Network is examined, which has been a promoter of the actions of local governments, bringing together sub-national actors and seeking institutional mechanisms to facilitate exchanges and constant cooperation. Finally, it delves into the performance of the Municipality of Tandil in the Mercociudades Network since its incorporation in 2004 to the present, highlighting the areas where it has elements of distinction, tools, and capacities that allow the growth of these sectors.
