SCOPES AND CHALLENGES OF DECENTRALIZATION IN LATIN AMERICA: WHAT HAS BEEN ACHIEVED AND WHAT IS TO COME?

This paper reviews the main achievements of the decentralization process in Latin America from a public policy evaluation perspective. In particular, the contribution of decentralization to the achievement of objectives in social policy (education and health), fiscal performance and democracy at the local level is evident. On the other hand, the most outstanding challenges of the process that could lead to a full consolidation of decentralization are raised. Challenges are identified in the areas of government capacity, multi-level governance arrangements and in the possibilities of representation and accountability.
