Clarify and interrelate institutions, concepts and ideas such as that of democracy, the rule of law, oversight, transparency, evaluation and control and accountability mechanisms, among others, as well as encourage and promote social participation in public affairs to counter an endemic disease that affects all political societies in the world, as is corruption, is the purpose of this paper.
