This report gives the idea of constructing a permanent deliberative space, underpinned by a past and a common culture. Throughout the years, the Ibero-American Community has experimented with changes in the political visions with an emphasis of economical and social affairs. After the Summits to strengthen cultural links there has been a summary with three implicated actions: 1. Recognition of the cultural diversity 2.
