Municipio y desarrollo local en Cuba. Ideas preliminares (desde el Derecho) en pos de la descentralización fiscal

As part of the changes currently taking place in Cuba, significant importance is given to local development, which leads us to analyze the municipality as the environment where they must generate autotransformativas proposals follow their own progress and the state in general. Sure is, if the local development involves carrying out a series of actions aimed at improving the quality of life of the communes, becomes a fundamental premise that local authorities have the capacity to decide on a monetary resources and to determine where to place them. The present work is focused on providing some preliminary ideas, which sort of challenges and / or proposals to promote a process of fiscal decentralization in Cuba, that contribute to the achievement of local development as aspired.
