Author/s: Nora Clichevsky. Argentina

The paper presents an overview of regularization programs and improvement
urban environment, their implicit or explicit assumptions, their formulations and
implementation, from two questions, which have been our areas of analysis:
1. The social inclusion programs have meaning?
2. The programs have helped improve security within the urban
neighborhoods / areas regularized and their urban environments?
The programs have served to social inclusion, in part, as the magnitude
program and its components, the location, the target population of
programs and, in relation to urban safety depends in particular on the
program components and countries which have been implemented, with
specific stories more or less uncertainty, ie you can not say that
All programs have improved it, but a significant number tends to
it.
