Ensuring safe environments for sustainable development is the central focus of the Strategic Security Framework for Development published by CAF. The analysis explores how crime, violence, and insecurity constitute critical constraints to inclusive growth in Latin America and the Caribbean, with particular emphasis on the threat posed by transnational organized crime to regional democracies. The publication sets out conceptual guidelines to inform CAF’s interventions in the area of security, aligning with international treaties, the Sustainable Development Goals, and the efforts of other multilateral organizations. Through a multidimensional and multilevel approach, the framework proposes coordinated public policies focused on prevention, human and urban development, and institutional strengthening—placing citizens at the center of all efforts. It also promotes collaboration among the state, civil society, and the private sector, as well as transnational cooperation through networked action aimed at understanding risk dynamics and developing effective responses.
