The Municipality of Rosario presented to the local legislature the project for the new Code of Citizen Coexistence, and it was approved by unanimity in late 2021 through the 10.267/2021 Ordinance. It was created to meet the needs of the current society, ensuring new rights and fostering a city of respect. 

As a result, the Community Juries were created, to provide solutions in situations where the magnitude of a contravention generates conflicts. Creating a just, oral and public process with real citizen participation and democratizing misdemeanor justice. In this way, citizens debate the case and judge not whether the supposedly violating person is responsible or not for having committed the violation of which they are accused, and if so, they will be able to determine the sanctions and reparations that correspond in accordance with what is regulated by the Code of Citizen Coexistence.
