Universities constitute a dynamic actor for the local development of the territories. This research exposes the contribution of the University of Artemisa to local development. To do this, we start by analyzing the impact of the Covid-19 pandemic in the world, and in the context of Cuban society, as well as the contribution and impact of the University of Artemisa as part of its social responsibility in the territorial socioeconomic development to through its potential, allowing us to identify the imperatives of higher education in the current transformative context and finally, signify the potential of the University in the provincial scenario. It concludes by exposing a set of ideas towards the need for integrated work between governments, companies, universities (as centers of knowledge) and civil society in order to achieve equal and sustainable development in order to meet the objectives of the 2030 Agenda.
