The article deals with the result of a research, which aimed at designing a proposal of a theoretical scheme for the development of a conceptual model for the management of technological capacity and innovation in Cuban municipalities.  The scientific methods used were the hypothetical-deductive method, to establish the necessary aspects for the analysis of experiences in the management of technologies and innovation; the systemic method, to achieve the coordinated operation of the elements involved in the analysis carried out; the dialectic method, for the study of the methodologies, taken as a starting point for the conception of the proposal. The main results are the proposal of a theoretical and referential framework on innovation and technological capacity in the municipal context and the proposal of a theoretical scheme for the development of a conceptual model for the management of technological capacity and innovation in Cuban municipalities, in addition to the preliminary determination of those factors that differentiate the management of technological capacity and innovation for the case of Cuban municipalities.
