DIGITAL TRANSFORMATION IN LOCAL GOVERNMENTS IN LATIN AMERICA: ARE WE DOING IT RIGHT?

The paper presented at the XIV Ibero-American Congress of Municipalists on digital transformation in local governments in Ibero-America, held in Valdivia on December 6, 2023, is summarized. The discussion focuses on the diversity of municipalities, highlighting that in Chile, there are 345 different realities, which expands considerably when considering all of Ibero-America. The need to adapt any digital transformation strategy to specific local contexts is emphasized, taking into account that although there are common public policies in many countries, each has its own regulatory frameworks. The presentation addresses the difference between digital transformation and digitalization, discusses essential precautions in the transformation process, and offers guidance on how to initiate this change.
