In the beginning of the 21st century, Innovation is the focus of attention of society. Both economical agents as well as public administrations at all levels appeal for its effects first in the increase of competitiveness and then as an opportunity to improve the status of their electors in the case of governments. An obvious sign of this way of thinking can be found in the increasing role played by public policies of innovation, particularly technological innovation, but without leaving social innovation aside.
Local institutions have to take on an active commitment in these innovating processes of territorial transformation. Its closeness with the citizens and the relevance of its proceedings in the economical and social context of closeness make the public administrations the privileged agents in the process of people’s status increase.
