FROM THE MUNICIPAL ADMINISTRATION TO THE LOCAL GOVERNMENT IN CHILE, WHAT ARE WE MISSING? CONTRIBUTIONS ON TERRITORIAL PLANNING AND CITIZEN PARTICIPATION

This article addresses the limitations and the restricted administration function that falls on the municipalities, to analyze two dimensions of municipal management that are necessary to strengthen in Chile to advance in a local government. This paper focuses on these two challenges. The first referred to the strengthening of citizen participation in public management and the second the strengthening of territorial planning instruments from a multilevel perspective.
