This manual, of great importance for the better preparation of officials and servants who work in the transcendental field of public contracting, given the relevance of the subject, invites us to reflect on such crucial aspects in our time, about ethics, integrity, public policy and contracting; and, what seems to me most important, what good governance and good administration of contracting in the public sector consist of and how it can be specified and materialized.
