Good governance depends on the existence of accountability institutions. It also demands the election of good people to exercise power. The proximity of the local level to the citizens increases the need for helpful and committed human profiles. Without right decisions on the selection of mayors and other local representatives, institutions will not display their effectiveness. This paper remarks the importance of the complementary relationship between politicians and civil servants and the key role of professional managers to regain public trust.
