The "rebirth" of development planning, as well as the adoption of explicit framework of medium-term public spending can improve the effectiveness of public policies and facilitate the building of a new state architecture. For example, the multi-annual budget, financial expression of the development plan when it is based on economic and functional classifications, is a powerful programming tool, and illustrates the ability of public ranking of priorities in a democratic system.
