The purpose of this law is to establish transversal provisions to the Executive Branch of the national and territorial level and to individuals who fulfill public and / or administrative functions, in relation to the streamlining of procedures, in order to facilitate, expedite and guarantee access to the exercised of people's rights, the fulfillment of their obligations, fight corruption and promote competitiveness.
